Flash Tip: Using the Info Tab to Scale and Move Objects

When you need to move or scale something to a precise size or location (and the Arrow and Free Transform tools just aren't working for you), you can use the Info Tab (in your right-hand dock of Flash panels) to adjust the width, height, X position, and Y position down to pixel-point precision.

Just select the object, then click on the Info tab. Type in the value for whatever property you want to change in the appropriate, hit enter (or move to another field), and you're done.
