Right-click between the first and last keyframe and click Create Motion Tween to insert a motion tween. If you’ll remember, you can also use motion tweens to animate changes in scale and not just in position, rather than a shape tween.

Create a third keyframe a few frames down from the second, and paste a copy of the first keyframe – with the smaller version of the thumbnail – on that frame. Create a motion tween between the second and third keyframes, as well. Now you have an animation of the thumbnail expanding, and then shrinking.
