Keep adding the eyes to each frame and adjusting them until your animation looks something like this. You should probably be able to finish in about an hour and a half at most; this is where Flash becomes such an advantage in traditional animation, as really you can’t tell that I didn’t draw each eye because it blends rather smoothly.

One trick that will help you and save you a little adjustment is to use Paste in Place; once you’ve positioned the eyes in one frame, copy them and then move on to the next frame to paste them in the exact configuration and position that they were in the previous frame. That way you just have to move them over a bit, and then adjust their size and rotation a tad based off of what was already done in the previous frame—rather than starting from scratch positioning new instances while constantly looking back to the previous frame for reference.
