When you try this you'll see that your strokes will overlap and cross, so that you've got more outlines than you need. The great thing about Flash is that you can actually select those stroke edges in parts separated by where they overlap, using the Arrow Tool--and then, quite simply, delete them.
If your "tic" doesn't auto-fill and only has a an outline around blank space, just use the Fill tool and click inside the outline area to fill it in so that you have a solid shape for a speech bubble.
