At this point, if you're making your graphics in Flash, you can go ahead and create your shapes and then skip on to step four. If you're importing image graphics as I am, please continue.
Flash Animation 21: Flash for Web Design: getURL Command

Create a new document in Flash, roughly the dimensions of your menu. I'm making mine a vertical menu this time, though I'm probably making it just a bit too big--but that's okay, I can trim it down later by just adjusting my document properties.
