Flash MX Effect: Outer Glow

Although Flash MX and previous versions don't have a glow effect, you can still create the illusion of one on any solid shape (things like text are a little bit harder). To demonstrate, let's use a simple circle; start off by drawing one (preferably without a stroke) on a new stage.
