Flash Cursor Spotlight

Insert an on command; uncheck the usual Release, and check Roll Over and Drag Over. We want the spotlight to move only when the mouse moves over it, so that it follows the mouse; for that we could just use Roll Over, but just in case the odd user here and there thinks they have to click and drag it, we’ll use Drag Over as well.
