Convert each text area to an individual Button symbol; make sure to cover the Hit area by drawing a rectangle in the full shape of the tab, so that the user isn’t forced to click only on the text and nowhere else when trying to navigate.

Don't forget to assign instance names to each of the buttons, as well; when we change the depth of each tab layer, we're also going to have to change the depth of the text on top of it to one level higher, so that it won't be covered by the tab.
