First, open Flash; you should have a new file open automatically. Click on the Oval Tool on the Toolbar, and then use the Color Picker to select a stroke color (the outline, with the pencil icon next to it) and the fill color (the inside color, with the bucket icon next to it). I’ve picked a dark orange for the outline, and a lighter orange for the inside color.
