To do this, just click on the timeline menu in the upper right corner of the timeline (looks like three horizontal lines with a downward-pointing arrow, at the far end of the frame numbering bar). At the bottom you'll see the "Tinted Frames" option; just check or uncheck this to turn it on and off.

By default, the frames on your Flash timeline are tinted - grey for keyframes / static frames with content on the stage, purple or green for tweens. You can turn this tinting off, though, leaving either plain white or slightly-shaded white with a colored arrow.
